How to Get Interviews:

Many job seekers in Ethiopia get frustrated because they apply to many places, but never get called for interviews. This is happening to many job seekers applying for various jobs in Ethiopia through job portals such Ezega Jobs, EmployEthiopia, EthioJobs, Mjobs, etc. In many cases, the reasons are simple and common.

Regardless of whether you are applying from mjobs or employethiopia or any other, the hiring manager normally gets many resumes to review. The number one question in the mind of the hiring manager is who among the many applicants can best handle the job at hand. The only way to tell prior to interviews is through resumes and cover letters. The hiring manager would normally look for someone who has done something similar or at least one who showed interest in the work being advertised. If your cover letter so generic (the same for all jobs), you will be talking about something else not related to the job you are applying - which means, in the eye of the hiring manager, you are not suitable for the job you are applying. So, it is extremely important that you edit the cover letter for each job you are applying to show interest in the job, and to mention something related that you have done or studied in the past. The main point is that you are conveying a message to the hiring manager that you understand what the job needs and you have done or studied something related to the job you are applying.

You may also edit you resume for each job you are applying to highlight any study or work you have done that is a requirement for the job. That way the hiring manager doesn't have to look hard to find it. Remember, hiring managers barely have a few minutes to spend on each job application. So, putting up front or highlighting the relevant skills or knowledge you have increases your chance of getting called for interview.

Also, please answer any questions the hiring manager is asking in the vacancy announcement. If it was asked that you must have certain computer skills, please state that in your cover letter and resume. If the vacancy post asks to state your typing speed in words per minute, you should state that in your cover letter. That will be greatly appreciated by the hiring manager for any jobs here, ethiojobs net or mjobs. If you ignore any requests or questions like these that the job post requests, it means you are not giving any attention to details of the job application requirements, and the chances of you getting called for interview becomes very low.

Finally, please send only what is asked in the vacancy announcement. If the job post asks you to send only cover letter and resume, just send the cover letter and resume - not all documents you have.

Annex 1 – Scope of Work (SOW)
Oversight and Compliance Officer
The Global Health Supply Chain – Procurement and Supply Management Ethiopia

Background:
The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

• Global Commodity Procurement and Logistics
• Systems Strengthening Technical Assistance
• Global Collaboration to Improve Long-Term Availability of Health Commodities

Purpose:
The primary duties for this position include: coordinating and supporting of oversight activities of GF grant implementation; maintaining and management of PR dashboard; supporting the GF grant cycles such as concept development, grant renewal and closure; and documentation and communication related tasks. The position holder will undertake preliminary analysis of programmatic and financial information on grant performance, identify issues and communicate to oversight committee.

Principal Duties and Responsibilities:
1. Supporting oversight of grant implementation
Work with PRs to obtain necessary information
• Assist in collecting, relevant information on in-country grant performance from PRs, the Global Fund and other information sources and undertake preliminary analysis of programmatic and financial information on grant performance.
• Ensure with assistance from the PR manager, that PRs submit quarterly grant performance reports using PR Dashboard to the Oversight Committee within agreed timeframe.
Support the Oversight Committee – technical
• Work in consultation with the CCM/E oversight committee to ensure that a CCM/E oversight work plan and budget is developed and incorporated as part of annual CCM/E work plan.
• Record any instances of conflict of interest in Oversight meetings.
• Facilitate the investigation of specific programmatic issues that arise. Obtain further clarification or explanation from PRs or external technical experts.

Support to the Oversight Committee – Administrative
• Provide logistic and administrative support to Oversight Committee (e.g. taking minutes of Oversight Committee meeting, drafting letters on its behalf, finding appropriate venue for meetings etc.)
• Organize meetings between Oversight Committee and PR as requested by Committee Chair or Executive Secretary.
• Send invitations and reminders to all Oversight Committee members for meetings, site visits and training scheduled by the Secretariat.
• Submit draft minutes to Oversight Committee Chair for review and verification and submit final copy to CCM/E Secretary.
• Maintain the attendance sign in sheets for the Oversight Committee/relevant Task Force membership and prepare an Excel file that shows attendance at each Committee meeting.
• Provide administrative and logistic support to any Task Force set up to deal with specific technical aspects of oversight (e.g. procurement) or with proposal development.
• Assist in coordinating CCM/E field visit activities and development of field visit guidelines, identifying field visit sites, making appointments and providing logistical support.

Support to capacity building
• Assist in orientation of new CCM/E members, PRs/SRs and Oversight Committee members to the CCM/E oversight process
• Assist the PRs to identify and address any capacity concerns related to program implementation (i.e. mobilization support and assistance to strengthen capacities, identifying technical support)
• Facilitate the provision of technical assistance to the PR, when necessary and as directed by the CCM/E.

2. Maintain and manage PR Dashboard and CCM Summary at CCM/E Secretariat
Ensure timely information from PRs

• Customize the dashboard file for each grant agreement and send to each PR
• Collect PR dashboards for each grant at the end of each reporting period as agreed between the CCM/E and PRs.
• Check data entries made by PRs to ensure consistency with current PU/DR, completeness and coherence. Follow-up with PR for missing or inconsistent data.
• Generate CCM Summary at the end of each reporting period from PR dashboards
• Submit on time PRs Dashboard and CCM summary files to Oversight Committee for review. Identify issues, problems and bottlenecks that required the Oversight Committee’s attention
Support to Oversight Committee on Dashboard

• Assist Oversight Committee meetings to ensure correct use and interpretation of PR dashboard. Enter the committee’s decisions (comments and recommendations) into the CCM Summary.
• Assist in summarizing the Oversight Committee’s key recommendations for CCM/E action
• Collect PRs’ responses to Oversight Committee questions, comments and recommendations on the grant performance report/dashboard and provide them to Oversight Committee.
• Ensure that CCM/E members receive a copy of CCM Summary file before the CCM/E meeting.
• Record CCM/E decisions into the Action Page of CCM Summary. Obtain CCM/E agreement that the CCM Summary report is final and save the final CCM Summary (in an archive PDF file). Send a copy to the PR.

3. Supporting concept note development, grant renewals and grant closure

• Facilitate all programmatic aspects of funding request development process, grant renewals and grant closures, in accordance with GF modalities, procedures and guidelines.

4. Supporting documentation and communication

• Provide advice on the availability of and, where appropriate, repackaging information on Global Fund rules, regulations, and guidelines and in-country program activities and performance for CCM/E members and development partner.
• Maintain filing system (physical and electronic) of all CCM/E key oversight committee and related documents
• Share key evaluation studies whose findings relate to the Global Fund grants (national program mid-term review, on-site data verifications feedback from LFA, etc.)
• Identify successes, best practices, lessons learned and make recommendations as to how these can be adopted across implementers/grants.
• Assist in updating and maintenance of an interactive website for the CCM/E (wen in use).

5. Any other related duties as may be assigned or delegated by the CCM/E Executive Secretary

• Represent the CCM/E Executive Secretary at key events and forums at national level
• Accomplish any other duty as requested by the CCM/E Executive secretary

• At least 5 years’ proven experience in monitoring and evaluation in a national or international organization
• Knowledge in Public Health programs relevant to HIV/AIDS, TB and Malaria
• Excellent Information Technology skills with mastery of MS Office, MS Excel and MS PowerPoint
