How to Get Interviews:

Many job seekers in Ethiopia get frustrated because they apply to many places, but never get called for interviews. This is happening to many job seekers applying for various jobs in Ethiopia through job portals such Ezega Jobs, EmployEthiopia, EthioJobs, Mjobs, etc. In many cases, the reasons are simple and common.

Regardless of whether you are applying from mjobs or employethiopia or any other, the hiring manager normally gets many resumes to review. The number one question in the mind of the hiring manager is who among the many applicants can best handle the job at hand. The only way to tell prior to interviews is through resumes and cover letters. The hiring manager would normally look for someone who has done something similar or at least one who showed interest in the work being advertised. If your cover letter so generic (the same for all jobs), you will be talking about something else not related to the job you are applying - which means, in the eye of the hiring manager, you are not suitable for the job you are applying. So, it is extremely important that you edit the cover letter for each job you are applying to show interest in the job, and to mention something related that you have done or studied in the past. The main point is that you are conveying a message to the hiring manager that you understand what the job needs and you have done or studied something related to the job you are applying.

Term of Reference (TOR) For Consultancy Service
The Four (4) Civil Society Organizations, partners of ChildFund operating in Oromia namely Future Generation’s Organization(FGO),Care for Child and Family Organization (CCFO), Dugda Children’s and Family Charitable Organization (CFCO),Siraro Child and Family Development Association(SFDA) Seek to Higher professional Consultancy Firm/individual to conduct Employs Salary Survey through cost share method .

The objective of the salary Survey is to attract and retain capable staff in an attempt to provide updated information on existing salary scale and benefit packages of our employee for our program/project implemented in various districts of our operational areas and to take appropriate decision based on our operating realities and to develop Organizational structure that can accommodate anticipated salary and benefit packages as per the capacity of each Organizations.

Our Location:
1. Future Generation’s Organization –East Shoa, Metehara Town
2. Care for Child and Family Organization (CCFO)- East Shoa, Adama Town
3. Dugda Children’s and Family Charitable Organization (CFCO)-East Shoa ,Meki Town
4. Siraro Child and Family Development Association (SFDA)- West Arsi, Shasmane Town

SCOPE OF THE CONSULTANCY
The survey encompasses review of current salary and benefits packages of all four (4) organizations, assess the benefits and salary paid in the labor market for similar positions, study the rate of inflation, consult different documents of the four (4) organizations and rules and regulations of regulatory bodies and propose new salary scale and benefit packages of Similar National Civil Society organizations operating in similar context and propose appropriate Organizational structure based on the capacity of each organization. The scope of the survey covers all job positions and proposes appropriate Organizational structure that fit each organization

DELIVERABLES
The deliverables are:
1. Revised salary scale with three points targeting market position at 25, 50, 75 percentile and Market average based on a survey of all job matches obtained from the comparators
2. Recommendation for benefits package with emphasis on annual leave, allowances, House allowance, sick leave, Position allowance , health coverage, life and disability insurance, training/education support, annual leave, etc.
3. Proposed Organizational structure that can accommodate anticipated salary survey and benefit packages that can fit each organization
4. Implementation guide to introduce and administer the revised salary scale and benefit packages.
5. Submitting final reports in both soft and hard copies through the following processes.
a. Inception Report – in a manner that could provide the four Organizations with the opportunity to affirm the objectives of the assessment, and verify the data collection instruments, methodologies, work plan, team management, etc. of the assignment. The report shall also contain the data collection tools for the approval for each Organization in one plat form
b. The draft report of the assessment- This include an analysis of the findings, the methodology, the process, recommendations and other relevant sections. The final report incorporates inputs from the validation report. Hence the four organizations will get the opportunity to forward their reflections and inputs that will help the development of the final assessment report.
c. PowerPoint presentation of the major findings of the final assessment and present to participants during the validation workshop (after the draft report is accepted).
d. Final assessment report. The report will constitute the following major components:
• Executive summary (concluding statements and recommendations).
• Background, methodology, key findings and analysis of the assessment, and conclusion that answer the questions in the data collection tools against the specific objectives of the assessment.
• Clear recommendations for future decision and actions.
• Annexure - supporting documents such as the ToR, data collection tools, field work recordings, consent form, minutes of meetings/discussions, list of reference materials, list of participants, etc

Requirements
1. Renewed Consultancy License, TIN, professional License and VAT /TOT certificate
2. At least 3 Certificates from previous organizations worked on similar Work
3. At least 5 years of Working Experience on similar consultancy service
4. CPO (10% of the anticipated Total cost)

Implementation period:
The consultant firm/individual should accomplish the assignment in a maximum of 45 consecutive days as of the date of signing the contract. Detail Action plan shall be presented by the Consultant as part of the inception report.

Responsibilities of the consultant:
The consultant will be responsible for the following:
- Preparation and timely submission of one sealed technical proposal with detailed methodologies, activity plan and schedule, and sealed detailed financial proposal to CCFO office in Adama Town, near Adama Ras Hotel on Team Market Center building office number 36, and the proposals should be made based on the terms put on this TOR. Only one document is required for submission.
- After being selected, develop an inception report with a detailed work plan and methodologies, including data collection and reporting tools.
• Conduct the assessment as per the agreed plan in the selected areas
• Ensure that all the planned assessment activities are performed per the prepared schedule and with the required quality.
• Prepare and timely Request the four (4) organizations for all support needed in facilitating communication
• The consultancy firms provide legal receipts for each organization for all payments

Responsibilities of FGO, CCFO,DCFCO, SCFDA:
1. Evaluate, provide feedback and approve the inception report with activity and financial plans submitted by the selected consultant.
2. . Facilitate the process in terms of making contacts with relevant stakeholders (including letters), partner organizations, relevant institutions, and people.
3. Provision of all the necessary internal background documents, along with partners and available external documents for desk review by the consultant.
4. Provide the necessary assistance, monitoring, and follow-up to the consultancy activity.
5. Review the findings of the draft report and provide timely feedback to the consultant
6. FGO, CCFO, DCFCO, SCFDA will be responsible for facilitating timely payment as per their cost share to the consultant upon fulfillment of the terms put on the contractual agreement.

Job Requirement:

The prospective consultancy team or individual to undertake the assignment should have the necessary professional background with practical experience in carrying out similar assignments and updated knowledge in the area.
Specifically, the prospective consultancy team or individual should have:
• A professional mix of preferable in human resources management.
• FGO, CCFO, DCFCO, SCFDA may accept related fields with background and proven experience
• At least 5 years of practical experience in undertaking similar assessment, baseline, or evaluation assignments
• A demonstrated a high level of professionalism and an ability to work independently
• Excellent English report writing skills, Strong interpersonal communication skills,
• Strong computer skills, including a very good capacity for data processing and analysis
Payment modalities
The payment for the consultancy will be effective within three installments,
• 30% initial payment upon signing of the contract agreement and
• 30% upon the submission of the Assessment draft report and
• The remaining balance of 40% upon submission of the final report of the consultancy after the quality confirmation by Brooke Ethiopia.
• Note: FGO, CCFO, DCFCO, SCFDA will retain 2% withholding tax from the consultancy fee will be applied in accordance with the Ethiopian revenue tax procedures.

Method of Application: Interested consultancy Service /individual are requested to submit one copy of required Documents to CCFO office in Adama Town, near Adama Ras Hotel on Team Market Center building office number 36 within 10 days from the date of the announcement of the bid. The application will be opened on the 11th working day at 11:00 am (in the morning). The applicants may attend the opening of the application Document.
