Summary of Main Duties and Responsibilities:

- The IEC/BCC office, reporting to the Chief of Party and/or BCC coordinator, will be responsible to oversee the design, pre-test, development, production, distribution and coordination of Community Outreach and Social Mobilization (COSM) for Prevention of Sexual HIV Transmission project IEC/BCC related activities. S/he is expected to ensure IEC/BCC program activities are carried out within specified timeframe. Also, the candidate will use PSI’s behaviour change model and should be able to analyze research data to develop relevant and appropriate campaigns.

Detailed Duties and Responsibilities:

Specific duties include, but not limited to, the following major areas:
- Coordinate and lead the development of key messages and themes needed for IPC and mass communication campaigns
- Coordinate the collection and review of the existing MARPs and HIV/AIDS focused IEC/BCC materials which includes training and other educational materials
- Coordinate the design, development, pre-test, production, distribution of all IPC materials, and mass communication materials including billboards, fliers, road shows, radio and TV spots and dramas, MVUs, etc
- In close collaboration with IEC/BCC team and social mobilization coordinators, coordinate the design, development, pre-test, and production of training and educational materials
- Ensure the timely distribution of mass communication and IPC materials to partners CSOs/NGOs/GOs and volunteers
- Play a key role in mobilizing community for exercising healthy behaviours through providing backstops support to social mobilization coordinators, project team, grantees and partner organizations
- Oversee and supervise advertising agencies work and ensure that all generic materials are monitored for quality and effectiveness and are consistent with PSI’s Strategy
- Coordinate with pertinent stakeholders including the Health education and Extension Center (HEEC) and other federal and regional HB/HAPCO bodies, as well as donors to ensure guidelines and policies are met
- Assist social mobilization coordinators in developing social marketing campaigns and messages for target audiences and detailed mass media plan
- Ensure that there is an efficient monitoring system in documenting and reporting IEC/BCC materials distribution, soft copy filing, etc
- Produce quarterly, semi-annual and annual COSM project related IEC/BCC progress reports
- Actively participate in all other project activities: research, pre-test, best practice documentations. Training and outreach, planning and dissemination workshops
- Perform any other tasks as assigned by the COP and BCC coordinator

Qualifications/Skills : Qualification and Experience:
- Qualified applicants must have a minimum of degree in Journalism, Communication, Sociology, literature or related field with minimum of 3 years IEC/BCC work experience, or Diploma in the above field of studies or related with minimum of 5 years IEC/BCC experience
- The qualified candidate should possess creativity, innovation, qualitative and quantitative research experience
- Broad knowledge on HIV prevention, and HIV/AIDS services and issues related with Most-At-Risk populations (MARPs)
- Excellent working knowledge of English-both written and verbal communication as well as demonstrated skills in report writing
- Advanced computer skills in MS Office application software
- Knowledge of Afar and Somali regional states and knowledge of Somali and Afar language would be an advantage
- Willingness to travel frequently to impact regions (Afar and Somali)
